Kathmandu. Canada claims to be one of the most attractive destinations in the world, believing in its immigration. But a recent report has raised concerns about the Canadian government.

According to the report, the largest number of educated and skilled migrant workers living in Canada are leaving the country. This trend has not slowed down in the last four decades.

According to a new report by the Canadian Citizenship Institute (ICC) ‘The Lucky Bucket 2025’, one in five immigrants in Canada leave the country within the age of 25, and most people return or move to another country within the fifth year of receiving PR. This is called forward migration.

But the Canadian government’s real concern arises when statistics show that those with PhDs or higher education degrees are leaving Canada two to three times faster than those with a bachelor’s degree. These are the people on whose skills, experience and international exposure Canada depends to sustain its economy.

According to the report, the lack of career growth, the lack of expected salary increases, the lack of suitable employment opportunities, and the lack of long-term financial stability are some of the reasons for the trend of leaving Canada. The situation is even worse in many professions, such as business management, IT, engineering, architecture, and construction. The report found that experienced managers and executives leave Canada at a rate 193 per cent higher than the average migration rate.

Prime Minister Mark Carney has announced that Canada aims to double its dependence on U.S. non-U.S. exports over the next 10 years. However, ICC CEO Daniel Bernhard says this is only possible if the country can retain the best international talent in areas such as technology, engineering, healthcare and management. ’

“Those who can complete large projects in other countries efficiently and at low cost can propel Canada forward,” Bernhard said. But we are not able to keep them. ’

According to the 2025 Migration Report, Canada will retain 380,000 PR per year through 2028. But the ICC warns that if this trend continues, more than 20,000 immigrants will have left Canada by 2031. ’

According to Bernhard, the government’s focus should be on retaining existing ones rather than bringing in newcomers and ensuring their success. He believes that IRCC should become the human resources department of the country, not just an agency that checks ‘security guards’. ’

The report clearly shows that migration has not decreased in the last 4 decades. Which means Canada attracts educated and working immigrants but is unable to retain them. This is becoming its biggest weakness.

It’s worth noting that the departure of skilled immigrants is an alarming sign as Canada faces trade tensions with the U.S. and seeks to strengthen its domestic economy. This talent shortage not only affects economic growth but can also slow down major future projects.
