The US State Department’s Level 4 advisory is considered to be the most serious warning. This advisory applies to those countries. Where the U.S. government considers local conditions to be a serious threat to life and safety.

The U.S. government has limited ability to help its citizens in emergencies. That’s why Americans are prohibited from traveling.

According to the advisory, more than 20 countries are currently in Level 4. These countries are Afghanistan, Belarus, Burkina Faso, Myanmar, Central African Republic, Haiti, Iran, Iraq, Lebanon, Libya, Mali, Niger, North Korea, Russia, Somalia, South Sudan, Sudan, Syria, Ukraine, Venezuela and Yemen.

The US State Department designates Level 4 status based on factors such as armed conflict, terrorism, civil unrest, risk of kidnapping and collapse of basic services. Most of the countries included in the advisory have little or no US diplomatic presence. So if the Americans get stuck there, the U.S. government has no choice but to cooperate. –Agency
