Kathmandu. The Rastriya Swatantra Party (Rastriya Swatantra Party) has unveiled its main commitment letter ‘Citizen Contract’ targeting the upcoming election campaign. The party has described it as not just a simple manifesto but a legal and moral agreement between the people and the party.
The agreement, signed by the party president, states, “If we fail to meet these conditions within 5 years, we will be punished in the next election.” ### The 5 main points and goals of the agreement:
The RSP has set out 5 main priorities in its civil contract:
1. Good Governance and Good Governance: End party exploitation and middlemen. To make government services fully digital and to form a high-level commission to investigate the assets of the high-ranking officials since 2046 BS.
2. Middle class expansion: Aim to increase per capita income to $3,000 and GDP to $100 billion. Ensure access of all citizens to quality health insurance and modern banking services.
3. Work, Work, Work (Employment): To create 1.2 million new jobs in five years to stop forced migration. To give special priority to the information technology (IT), tourism and agriculture sectors.
4. Connectivity: Generate 15,000 MW of electricity, construct 30,000 km of national highways and complete 10 signature national pride projects.
5. Overseas (Non-Resident Nepalese): Provide online voting rights to Nepalis living abroad, continuity of citizenship of descent and implementation of ‘Sovereign Diaspora Fund’.

In this document, the RSP has presented itself as a ‘debtor’ and the citizens as ‘moneylenders’. With the release of the ‘Citizen Agreement’, the RSP has indicated that it will intensify the door-to-door campaign in the coming days.
