End of token system in labour permits, 10-point action plan unveiled

Kathmandu. KATHMANDU: The Ministry of Labour, Employment and Social Security has decided to take important corrective steps to make the foreign employment sector systematic and disciplined.

The meeting held in the presence of Minister Deepak Kumar Sah made public a 10-point action plan including ending the existing token system in labour permit from today.

The Ministry has issued special directives to protect the rights and interests of workers and to make service delivery IT-friendly in line with the ‘100 agendas related to governance reforms’ approved by the government.

Top 10-point action plans:

1. Simplification in labour permit: The token system in labour permit will be abolished and arrangements will be made to issue labour permit on the same day of application.

2. Online Orientation: Pre-departure orientation training will be completely based on online system and audio-visual content will be made available in digital medium.

3. Implementation of minimum wages: Ensure full implementation of minimum wages of workers.

4. Social Security Fund: A campaign will be launched to include all workers in the contribution-based social security fund.

5. Expansion of Labor Call Center: Internalize the ‘Shramdhan’ scheme to make the call center more effective and systematic.

6. Workplace safety: Promote ‘occupational health and safety’ by conducting risk assessments in industrial establishments.

7. Bilateral Labour Agreement: Process to expand bilateral labor agreement with 5 more countries.

8. Employment Generation: To create internal employment opportunities by promoting production and entrepreneurship.

9. Fraud control: To control fraud in the name of foreign employment and to make service delivery customer friendly.

10. Legal Reforms: To identify and process the issues for contemporary reforms in the laws related to the Ministry.

The Ministry has also given priority to the task of preparing the standard after studying the safety, work environment and health security of the Nepalis in overseas employment. Preparations have been made to organize skills fair in all seven provinces in collaboration with the private sector.
