The UK and France are the two largest insurance markets in Europe and are among the top five globally in terms of premium volume.

Both markets are mature and evolving with high insurance penetration. However, they differ in terms of overall size, current growth rate, product type, and balance between life and non-life insurance.

According to data from the Swiss Re Institute, the UK generated a total of $491 billion in insurance premiums in 2025. This puts it in third place with a global share of 5.8 percent.

France is in fourth place with $384 billion and a global share of 4.5 percent. Thus, the UK is about 28 percent larger than France’s of the total market size share. France recorded a strong growth of 11.9 percent in 2025. That was 4.1 percent in the UK. France’s rapid growth was mainly driven by strong growth in life insurance.

Growth is also expected to slow in view of the economic downturn in Europe and globally. Swiss Rico estimates that non-life insurance premiums in developed European markets will rise by about 1.5 percent in real terms in 2026. They are now moderating due to several years of rising premium prices. The property and motor insurance sectors are experiencing the biggest slowdown.

The life insurance sector is expected to remain strong supported by improved yields, annuity demand and pension risk transfer activities. Personal motor insurance prices are now showing signs of resurgence, following a price correction to balance profits in the UK. Meanwhile, pension risk transfer and personal annuity products are supporting the life insurance business.

The life insurance sector recorded strong growth during 2025 with strong net flow in France. In addition, the property and liability insurance sectors also experienced strong growth.

By global standards, insurance penetration in both markets is very high. In the UK, insurance penetration has historically been around 10 to 11 percent of GDP. In France, it is close to 9 to 10 percent.

Insurance densities in both countries are also very high. This reflects the widespread adoption of protection, savings and liability coverage by households and companies. A significant portion of premiums in France come from life insurance. While the UK benefits from the London market and Lloyd’s international reach, as well as its large domestic personal lines and commercial business.

The UK’s advantages include its large-scale, specialty and global importance of the London market for reinsurance businesses, and the continued demand for pension de-risking solutions. Challenges include softening of commercial pricing, rising claims costs in motor and property insurance, and economic pressures (government and household income pressures) affecting the affordability of personal lines. Business lines remain dominated by brokers. While digital and direct channels on personal lines continue to grow.

France benefits from its large domestic life savings market. It has responded positively to higher interest rates. In addition, non-life insurance has a strict pricing discipline and an excellent distribution model for mutual funds and bank-based insurance (bancassurance). The combined ratio of non-life insurance has recently improved due to lower weather-related claims over a period of time. However, climate-related risks remain a significant concern. Margins are under pressure due to competition, rising medical and the need to balance guaranteed savings products with maintenance costs.

Both markets are operating in an environment of sluggish global premium growth. Swiss Reilly expects global real growth to be 1.3 percent in 2026 and 1.6 percent in 2027 after recent strong years. In this environment, the UK has a large demand base and a reputable international specialty franchise. Meanwhile, France anticipates strong growth momentum (especially in the life insurance sector) in the near future and maintains a strong domestic market presence.

Insurance companies will have to weigh the benefits of the UK and the London market against France’s recent improved growth and strong life savings franchises. Neither route in itself guarantees high profits. Underwriting discipline, pricing accuracy (especially when prices are soft), distribution efficiency, claims experience and capital management will determine long-term returns in both markets.

Kathmandu.
