Kathmandu. KATHMANDU: The Federation of Customs Agents Nepal has welcomed the directive issued by the Department of Customs through a circular recently issued by the Department of Customs to engage only the customs clearance agents in the customs clearance of goods and not to involve other unauthorized persons in the customs clearance work. <\/p>\n
“We firmly believe that clear identification between legally empowered and unauthorized persons is the basis for responsible, transparent and systematic customs administration,” the FNCCI said in a statement. ‘<\/p>\n
“This directive of the Department has clarified the legal identity and responsibilities of the customs clearance agent and has laid an important foundation for controlling unauthorized involvement, professional accountability and strengthening good governance,” the statement reads. <\/p>\n
In this context, the FNCCI and the licensed customs check-pass representatives across the country are committed and ready to fulfill the responsibility assigned by the law by fully abiding by the prevailing Customs Act, Regulations and Departmental directives. <\/p>\n
“The experience gained in practice along with the full implementation of the law will also objectively highlight the practical aspects of the existing check-pass system, trade facilitation, revenue flow and professional structure,” he said. The FNCCI will seek necessary policy and legal solution by holding institutional dialogue with the Department of Customs and the Government of Nepal on the basis of facts and experience and not making any structural or practical difficulties seen in course of implementation. The FNJ makes it clear that it is not in favour of any form of unauthorized representation, misuse of license or unlawful practice. Our intention is not the entry or exit of any individual or group, but to ensure that the customs clearance system is operated in the same legal framework to those to whom the law has given rights, responsibilities and responsibilities. It is our responsibility to comply with the law, and it is our common responsibility to make the experience gained from the realities of implementation as the basis for timely legal and policy reforms. \u201d<\/p>\n
