Addressing the 37th annual general meeting and 16th convention of the Narayani Transport Entrepreneurs Association here today, Baniya said that the government has started listening to the problems of the private sector at a time when the new government has completed 100 days.<\/p>\n
He said that the existing compensation limit on the road accident insurance has created problems for the entrepreneurs. He demanded that the provision related to compensation should be made clear and practical, saying the vehicles are unnecessarily stopped due to the long insurance claim process and police investigation after the accident. He said that if the government were to maintain the provision of compensation, then the investigation should be completed within 24 hours of the accident and the vehicle should be handed over to the operation. <\/p>\n
Chairman Baniya said that the current traffic fine is excessive and it needs to be reviewed. Claiming that the accident rate of public vehicles in Nepal is comparatively low, he said that the law should be applied equally to all as private vehicles also play a role in most of the road accidents. <\/p>\n
He also expressed dissatisfaction over the condition of the road. According to him, the government has not paid attention to the construction of necessary infrastructures although it has enforced strict rules related to road use. He said that the entrepreneurs have been facing unnecessary problems due to lack of clear provision of load capacity of parking lots, holding centers, driver’s restrooms and bridges on big roads. <\/p>\n
He complained that although the federal government has formulated a policy to control overload, it has not been implemented effectively at the state and local levels. He stressed the need of coordination among all levels of government to control the burden. <\/p>\n
He also urged the government not to change the technical standard and structure of the vehicles being operated through the China border points repeatedly. He said that the frequent policy changes would further trouble the entrepreneurs. <\/p>\n
He also urged the transport entrepreneurs to compulsorily enlist drivers and helpers in the social security scheme based on contribution. He said that all the entrepreneurs should implement it with priority as drivers and their families will get economic and social protection in the event of accident and death if they are associated with the social security fund. <\/p>\n
Pointing out the need for the government to address the real problems of the private sector while formulating the policy, Baniya underscored the need for continuous collaboration between the government and entrepreneurs to make the transport sector systematic, safe and business-friendly.
