The Government of Nepal has come up with an ambitious plan to promote a green economy by protecting nature, forests and environment as the growth of the future generations. <\/p>\n<p>New strategic points have been added in the draft of the National Commitment made public by the government for collecting suggestions to reduce the impact of climate change and make disaster management technology-friendly. The government has announced to implement a digital system for the sustainable management of forest sector. A high alertness centre would be set up to control wildfires that occur in community and national forests for round-the-clock real-time monitoring through drones and satellites. The government has set a target to reduce timber import by improving legal complexities and ensuring smooth sale and distribution of domestic forest products. <\/p>\n<p>The government has pledged to break the chain of floods and droughts by constructing big ponds in the hilly and Chure regions for the management of rainwater and river water. The Integrated Chure Conservation Authority will be made more powerful with the common responsibility of all three levels to stop the rampant exploitation of stones, pebbles and sand of the Chure river. Traditional ponds, wells and hand pumps will be rejuvenated to improve the groundwater level in Madhes and a campaign will be launched to make Tarai arsenic-free. <\/p>\n<p>It has pledged to strongly raise the issue of climate change in the form of climate justice in the international forum. High-level diplomatic advocacy will be made to ensure that Nepal receives compensation and grants from the Global Climate Fund. There is a plan to increase the country&#8217;s income by creating a clear legal and institutional basis for carbon trading. <\/p>\n<p>In view of the geographical risks, the government is taking a leap from a reaction-oriented security policy to a preparedness-oriented policy. An early warning system based on artificial intelligence (AI) and digital technology will be developed to reduce the loss of life and property due to natural disasters. The high-risk areas of floods and landslides will be identified and the vulnerable settlements will be relocated to safer places. <\/p>\n<p>The government has adopted the policy of immediately simplifying the legal processes related to environmental impact assessment (EIA), cutting down trees and land acquisition to reduce the delay in the construction of development projects. In addition, a multi-pronged plan will be implemented to reduce air pollution within the standards of the World Health Organization. <\/p>\n<p>These commitments assume significance in the context that Nepal has been losing 1.5 to 2 percent of its GDP annually due to disasters. At a time when climate risks are projected to increase over the next 10 to 25 years, programmes such as the National Climate Finance Strategy and Digital Monitoring have the potential to play a major role in reducing risks. <\/p>\n<p>However, coordination between the three tiers of government and the management of the required technical manpower are the main challenges for the government.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu.
