KATHMANDU: President of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), Chandra Prasad Dhakal, has said that a foundation was prepared to establish the private sector as development partner during his tenure. <\/p>\n<p>Chairman Dhakal said this at a programme organized to thank journalists and media persons today. &#8220;We have been successful in establishing the private sector as a partner for the nation&#8217;s economic development, not just a pressure group,&#8221; he said. <\/p>\n<p>Dhakal said that the country&#8217;s economy was in a very challenging situation when he took the leadership of the FNCCI. &#8220;The impact of COVID-19 pandemic, impact of international conflict, high interest rates, liquidity crisis, disappointment in investment and policy confusion due to frequent changes in government had weakened the overall economy,&#8221; he said, adding, &#8220;In such a difficult situation, our first priority was to uphold the morale of the private sector, revitalize economic activities and create investment-friendly environment.&#8221; \u2019<\/p>\n<p>Dhakal said that he had put forward 5 main priorities while assuming the office. &#8220;The first was to take initiatives to resolve the current economic crisis,&#8221; he said, &#8220;The second was to create an environment for domestic and foreign investment.&#8221; \u2019<\/p>\n<p>The third is to strengthen the public-private partnership between the state and the private sector and the fourth is to produce skilled manpower and create employment, Dhakal said. &#8220;In the fifth category, there were issues of respect and security of the business community to boost the morale of the entrepreneurs,&#8221; he said. <\/p>\n<p>On the occasion, Dhakal claimed that they have been able to accomplish remarkable works on all the issues that they have put forward in the last 3 years. &#8220;First of all, the FNCCI has achieved a new height in policy reforms and interventions. Moving forward from the traditional role of making demands, we have actively participated in the policy-making process,&#8221; he said. <\/p>\n<p>Dhakal also informed that the organization has been working to bring the government, political parties, regulatory bodies and the private sector together by organizing the national economic debate. &#8220;As a result, the High-Level Economic Reform Advisory Commission was formed. It has recommended more than 30 legal reforms and laid an important foundation for improving the investment climate,&#8221; he said. <\/p>\n<p>Dhakal said that the private sector industries, trade, businesses and factories have also been declared as zones of peace. &#8220;The first cabinet meeting of the government formed after the recent elections with a two-thirds majority has approved the private sector protection and promotion strategy as per our proposal, guaranteeing the security and respect of the private sector, investment and business,&#8221; he said. <\/p>\n<p>Dhakal further said that the draft of the bilateral investment agreement (BIA) has been prepared at the initiative of the FNCCI and the Nepali embassies have forwarded the agreement with various countries through the Ministry of Foreign Affairs. &#8220;We believe this will further expand and broaden the role of private sector in the country&#8217;s economic development and prosperity, while further consolidating the investment climate,&#8221; he said. <\/p>\n<p>On the occasion, Dhakal said transforming the state-private sector relations into collaboration was the second important achievement of our tenure. &#8220;We have built relations based on collaboration and partnership coming out of the culture of confrontation between the state and the private sector,&#8221; he said, adding that we have been successful in protecting investment-friendly environment by revising the proposal to bring the private sector under the ambit of CIAA. This has brought about a positive change in the state&#8217;s attitude towards the private sector. \u2019<\/p>\n<p>Dhaka said efforts have been made to mediate the long-standing dispute between the government, Nepal Electricity Authority (NEA) and industrialists for a sustainable solution through mediation. &#8220;Concrete initiatives have been taken to promote domestic and foreign investment&#8221;, he said, adding that Rs 10 billion &#8216;Nepal Development Public Limited&#8217; has been established by pooling small capital in the country, which has introduced a new model of investment in infrastructure, manufacturing industries and start-up sectors. \u2019<\/p>\n<p>Efforts have also been made to establish Nepal as an investment destination through bilateral dialogue and investment forums at the international level. &#8220;In the meantime, the FNCCI has organized bilateral investment conferences and dialogues in India, China, United Arab Emirates, Qatar, the United Kingdom and other countries to highlight the potential areas of Nepal and take initiatives to attract FDI,&#8221; he said. <\/p>\n<p>Dhaka also said that significant steps have been taken in institutional transformation and good governance. &#8220;The FNJ&#8217;s statute has been unanimously amended to make the leadership selection process more inclusive, transparent, competitive and accountable,&#8221; he said. \u2019<\/p>\n<p>Dhakal also said that a base has been prepared to establish the private sector as a development partner. &#8220;We have been successful in establishing the private sector as a partner in the economic development of the nation and not just a pressure group,&#8221; he said. <\/p>\n<p>&#8220;Your contribution in taking all these efforts to the general public, strengthening the policy discourse and playing the role of a bridge between the government, private sector and citizens is incomparable,&#8221; Dhakal said. &#8220;Especially, the economic journalists have guided the policy-level reforms through fact-based analysis, constructive criticism and farsighted suggestions,&#8221; he said. \u2019<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu.
