Kathmandu. It has been an international practice to exchange advance data of goods to be exported between major trading partner countries to facilitate trade through risk management by sharing advance information on arrival of goods. <\/p>\n
The draft of the MoU prepared in collaboration with the Central Board of Indirect Taxes and Customs and the Department of Customs was finalized after discussing with all the stakeholders for the advance exchange of data of goods to be exported to India, a major trading partner of Nepal. The MoU was approved by the Government of Nepal (Council of Ministers) and the Director General of the Department of Customs was authorized to sign it. <\/p>\n
Customs control and trade facilitation would be made more effective through risk analysis of the MoU, the customs process would be shortened and safe international trade would be ensured, export data would be exchanged through electronic means within the limits specified by the national laws, the information would be utilized only in accordance with the MoU, liaison officers would be assigned for the implementation of the MoU and the agreement would be implemented as a model in the specified goods and subsequently it would be implemented in all goods. As per the provisions of the agreement, if there is any dispute in the implementation of the agreement, it can be resolved through diplomatic channel and the agreement can be amended on mutual understanding. <\/p>\n
Director General of Department of Customs Shyam Prasad Bhandari and Chairman of Central Board of Indirect Taxes and Customs Bibek Chaturvedi signed the MoU on behalf of their respective governments. On the occasion, the Director General of the Department of Customs thanked the Indian side for organizing the MoU signing ceremony and stressed on the need to implement the MoU at the earliest and it would help to further strengthen the relations between the customs administrations of both the countries and help in monitoring and regulating the risky goods through risk analysis through the exchange of pre-arrival data of the exported goods. Likewise, President Chaturvedi expressed happiness over the signing of such MoU with Nepal and expressed commitment for the speedy implementation of the MoU. <\/p>\n
